Mykola Tomenko, Vice-Chairman of The Verkhovna Rada of Ukraine, delivered a speech at the morning´s meeting of The Verkhovna Rada and commented upon the latest President´s appointments of the heads of regional and district administrations without submission of the Cabinet of Ministers of Ukraine. Thus, he stated that the teams of three Presidents had been working in Ukraine for the period of independence. "Each of the teams presented its reasons for the adoption of certain notorious decrees of the President; however, it is for the first time that the President´s team passed a number of decrees on appointment of heads of regional and district administrations, explaining the violation of the Constitution of Ukraine by the fact that "the winter is coming", - stated M.Tomenko and remarked that one could only imagine the President´s decrees in winter.
"Such a creative approach that let the President violate Clause 118 of the Constitution of Ukraine and certain other legislative acts appertaining to the appointment of officials confirms that the slogan used by Viktor Yushchenko during the previous election campaign should be reformulated into "The Law appertains to everyone, except the President´s team", - stressed M.Tomenko.
